The prevent invention provides a surface-protective film for a transparent conductivity film and a transparent conductive film using the same. In the surface-protective film, an adhesive layer maintains a surface smoothness. The surface-protective film has excellent handling properties even when the surface-protective film is attached to the transparent conductive film. In a process of manufacturing and processing the transparent conductive film, it is possible to solve a spot failure of an appearance caused by the surface-protective film. Also, productivity is excellent in a process of manufacturing a transparent electrode for a touch panel. As the surface-protective film (5) for a transparent conductive film, which is used by attaching the other surface of the transparent conductive film, in which the transparent conductive film is formed, to one surface of a resin film, an adhesive layer (2) is stacked on one surface of a base film (1) by using an adhesive including an acrylic resin composition, a cross-linking agent, and a cross-linking catalyst. A storage modulus (a) of the adhesive layer at 30°C after aging at 40°C for 5 days is 4.0×10^5 Pa or more. A storage modulus (b) of the adhesive layer at 30°C after 15 minutes from the start of drying and the storage modulus (a) satisfy 0.9<=a/b<=1.3. 본 발명은 점착제층이 표면의 평활성을 유지하고, 투명 도전성 필름에 첩합하여도 우수한 핸들링성을 가지며, 투명 도전성 필름의 제조·가공 공정에 있어서, 표면 보호 필름에 기인하는 외관의 결점 불량이 개선되고, 또한 터치 패널용 투명 전극 제조 공정에서의 생산성이 양호한, 투명 도전성 필름용 표면 보호 필름 및 그것을 사용한 투명 도전성 필름을 제공한다. 수지 필름의 일방의 면에 투명 도전막이 형성된 투명 도전성 필름의 타방의 면에 첩합하여 사용되는 투명 도전성 필름용 표면 보호 필름(5)으로서, 기재 필름(1)의 한쪽 면에 적층된 점착제층(2)이 아크릴 수지 조성물과 가교제 및 가교 촉매를 포함하는 점착제를 사용하여 형성되며, 40℃×5일간 에이징 후의 점착제층의 30℃에서의 저장 탄성률(a)가 4.0×10Pa 이상이고, 건조 개시 15분 후의 점착제층의 30℃에서의 저장 탄성률(b)와 (a)가 0.9≤a/b≤1.3의 관계를 만족한다.
