The present invention relates to an apparatus for manufacturing a heat exchanger for a vehicle to couple cooling panels to each other by pressurizing a cooling panel module wherein a plurality of cooling panels are vertically stacked, and a method for the same. The apparatus for manufacturing a heat exchanger for a vehicle comprises: a fixing unit for fixing the top and the bottom of the cooling panel module; and at least one pair of elastic units provided between the top or the bottom of the cooling panel module, and the fixing unit for pressurizing the cooling panel module by being symmetrically arranged based on the center point on an upper surface or a lower surface of the cooling panel module. 복수개의 냉각패널들이 상하로 적층된 냉각패널 모듈을 가압하여 상기 냉각패널들을 상호 접합시키는 차량용 열교환기 제조장치에 있어서, 상기 냉각패널 모듈의 상단과 하단을 지지하는 고정부; 및 상기 냉각패널 모듈의 상단 또는 하단과 상기 고정부 사이에 마련되며, 상기 냉각패널 모듈의 상면 또는 하면 상의 중심점을 기준으로 대칭되게 배치되어 상기 냉각패널 모듈을 가압하는 적어도 한 쌍의 탄성부를 포함하는 차량용 열교환기 제조장치 및 제조방법이 소개된다.
