The present invention relates to a cosmetic composition for skin and hair care containing a Magnoliae flos extract. The cosmetic composition for skin and hair care contains: 50-90 parts by weight of Cynachum wilfordii extracts, 10-17 parts by weight of a fermented liquid of turmeric, 5-9 parts by weight of kiwi concentrates (solid 65%), 25-40 parts by weight of Bitter gourd extracts, 50-90 parts by weight of Orostachys Japonlcus extracts, 25-30 parts by weight of a fermented liquid of Phellinus linteus, 5-13 parts by weight of a fermented liquid of turmeric, 15-43 parts by weight of Portulaca oleracea extracts, and 5-7 parts by weight of asparagus extracts with respect to 100 parts by weight of the Magnoliae flos extract.
