A vertical handover method and device may be provided to secure quality of service (QoS) provided to different networks and minimize power consumption required for processing a traffic. 이종 무선 네트워크에서의 하향 링크 파워 최적화 핸드오버 방법 및 장치가 개시된다. 본 발명의 실시예들은 이종 무선 네트워크(heterogeneous wireless network)에서 수직적 핸드 오버(vertical handover)를 수행하는 기법에 관한 것으로, 각기 다른 네트워크에서 제공하는 QoS(Quality of Service)를 보장하면서 하나의 트래픽을 처리하기 위해 요구되는 전체 파워 소비의 최소화를 목표로 하는 버티컬 핸드오버 방법 및 장치를 제공할 수 있다.
