The present invention provides an image-based active control system for an accident prevention and reduction, which is capable of recognizing a pedestrian and a surrounding environment using image information, and performing an operation of the accident prevention according to a dangerous situation determination, and an injury decrease operation which enables injuries of a driver and a pedestrian to be decreased immediately after the accident occurs. The system comprises: an around view monitoring device for photographing all images around 360 degrees of a vehicle through a plurality of cameras installed in the vehicle, and recognizing a situation around the vehicle by processing the photographed image; a sensing device for recognizing a vehicle state and the situation around the vehicle through a plurality of sensors installed in the vehicle; and a controller for calculating an accident possibility and an obstacle collision possibility by collecting/processing information from the around view monitoring device and the sensing device, sequentially performing a warning operation, a free brake operating and a full brake operation according to the accident possibility, and performing an injury decrease operation using an electric seat belt at the time of an obstacle collision. 본 발명은 영상 정보를 활용하여 보행자 및 주변 사항을 인식하고 위험 상황 판단에 따른 사고 예방 동작과 사고 발생 직후에 운전자 및 보행자의 상해치를 경감할 수 있도록 하는 상해치 경감 동작을 수행할 수 있도록 하는 사고 예방과 상해치 경감을 위한 영상 기반 능동 제어 시스템을 제공하며, 상기 시스템은 차량에 설치되는 다수개의 카메라를 통해 상기 차량의 360˚ 주변의 영상을 모두 촬영하고, 상기 촬영 영상을 처리하여 차량 주변 상황을 파악하는 어라운드 뷰 모니터링 장치; 상기 차량에 설치된 다수의 센서를 통해 차량 상태와 차량 주변 상황을 파악하는 센싱 장치; 및 상기 어라운드 뷰 모니터링 장치와 상기 센싱 장치로부터 정보를 수집/처리하여 사고 발생 가능성과 장애물 충돌 여부를 산출하고, 사고 발생 가능성에 따라 경고 동작, 프리 브레이크 및 동작 풀 브레이크 동작을 순차적으로 수행하고, 장애물 충돌시 전동 시트 벨트를 이용한 상해치 경감 동작을 수행하는 제어부를 포함할 수 있다.
