The present invention relates to a variable pedal effort-type pedal apparatus and, more specifically, to a variable pedal effort-type pedal apparatus capable of controlling a pedal effort according to the driving state of a vehicle or a driver. The variable pedal effort-type pedal apparatus according to an embodiment of the present invention comprises: a pedal pad installed in the vehicle, and able to be rotated; a pedal arm having one end connected to the pedal pad, and rotated in one direction when an external force is applied to the pedal pad; a first pedal effort generating part positioned on one end of the pedal arm, and generating a first pedal effort in the direction of returning the rotated pedal arm; a second pedal effort generating part positioned on the other end of the pedal arm, and generating a second pedal effort in the direction of returning the rotated pedal arm; and a pedal effort control part controlling the size of the second pedal effort generated by the second pedal effort generating part.
