The present invention relates to a method to issue an application number and selecting an applicant using an application number using a computer which is capable of providing a fair selecting method of excessive applications for a certain kindergarten by random lot selection which does not require a separate qualification or ability verification for a kindergarten or the like. The method of the present invention includes: (1) a recruiting institute registering step of registering a plurality of recruiting institutes in a main server through an internet network; (2) a case name allocating step of allocating a case name to a subserver included in each of the recruiting institutes registered in the recruiting institute registering step; (3) a recruiting institute application number issuing step of registering an applicant by each recruiting institute and issuing an application number by each recruiting institute using the case name after the case name allocating step; (4) an application number integrating step of integrating and storing the application numbers of the recruiting institutes issued by the recruiting institutes; (5) a grouping step of grouping the application numbers integrated in the application number integrating step to form lottery groups such that one or more case names of each of the recruiting institutes can be included and grouped in a single lottery group; (6) a drawing step of sequentially selecting the lottery groups formed in the grouping step by drawing lots to select a pass group; and (7) a passed applicant notifying and registering step of notifying a pass and guiding a registration procedure to the applicants given application numbers in the pass group drawn in the drawing step.
