A battery preheating system according to the present invention includes: a temperature measuring unit which measures the temperature of a battery pack connected with the starter of a vehicle; a control unit which outputs a forced discharge starting signal by referring to information of a temperature measured in the temperature measuring unit; and a forced discharge circuit unit which forcibly discharges multiple battery modules which form the battery pack depending on the forced discharge staring signal. The present invention is able to remarkably improve the low temperature start ability of a vehicle by using heat from a battery without greatly changing an existing power supply system for vehicle.
