A shift controlling apparatus and method for a vehicle are disclosed. The shift controlling apparatus according to an aspect of the present invention includes: a data detection unit for detecting data for a shift control; a road state determining unit for determining the state of a road based on the data; a short term tendency determining unit for determining the short-term driving tendency of a driver based on the data; a long-term tendency determining unit for determining the long-term driving tendency of the driver based on the short-term driving tendency of the driver; and an optimal travel mode determining unit for determining an optimum drive mode based on the condition of the road, the short-term driving tendency thereof, and the long-term driving tendency thereof. Therefore, the present invention can control the speed according to the optimum driving mode which is determined by the optimum drive mode determining unit.
