Summary:In the present invention, disclosed are a tracking area code assigning apparatus and an operating method thereof, capable of efficiently improving a paging success rate of a terminal in comparison with an existing method by assigning a tracking area code by grouping base stations with a method to additionally assign the base station with large handover possibility with regard to each tracking area code one by one in consideration of a handover degree (terminal mobility) between the base stations, a paging traffic amount (terminal number) of each base station, and the location of the base station, and further changing and assigning the tracking area code of each base station into the tracking area code grouped to the base stations with the large handover possibility.
