Disclosed are an uplink traffic control system and an uplink traffic control method for controlling uplink traffic from a smart terminal. The uplink traffic control system according to the present invention includes a smart terminal comprising the following: a traffic assorting unit which collects and assorts uplink traffic generated from the smart terminal; a traffic analyzing unit which determines a transmission mode by analyzing the assorted traffic; a traffic transmission unit which defers transmission of data of the uplink traffic and transmits the data or transmits generated data immediately according to the determined transmission mode; and a traffic management unit which provides the traffic analyzing unit with conditions for transmission mode determination and provides the traffic transmission unit with a condition for data transmission. According to the present invention, network loads can be reduced by controlling uplink traffic to be transmitted or not according to operation states of a smart terminal.
