Disclosed are a system for transmitting a picture in real time, a mobile communications terminal, a set-top box, and a method of transmitting a picture in real time. The system for transmitting a picture in real time according to the present invention includes: a mobile communications terminal to capture an image outputted from a display device at a preset period, to code the captured image, and to generate and transmit a packet with respect to the coded image in real time through a network; a set-top box communicating with the mobile communications terminal based on an Internet Protocol (IP), to receive the packet provided from the mobile communications terminal, and to demodulate an image signal based on the received packet; and an image output terminal to receive the demodulated image signal from the set-top box and to output an image. In the case above, the set-top box may control at least one of a resolution and a Frame per Second (FPS) of the decoded image signal according to the state of the network or the state of the mobile communications terminal.
