The present invention relates to a system and a method for issuing a credit card deferred payment based on the secure element of a mobile terminal. The system includes: a mobile terminal (100) which transmits deferred payment card issue request information which includes built-in USIM chip data to a relay server (200) by receiving deferred payment subscription request data and transmits renewal result information to the relay server (200) by renewing mobile deferred payment credit card issue information in the elementary file (EF) area of an USIM chip by receiving application protocol data unit (APDU) command information which includes deferred payment card issue information from the relay server (200); the relay server (200) which renews deferred payment issue ledger data by receiving deferred card information from a card company server (300) and renews the deferred payment issue ledger data again about the renewal result information which is received by transmitting APDU command data which includes deferred payment card information to the mobile terminal (100); and the card company server (300) which transmits data to the relay server (200).
