Summary:The present invention relates to a data conversion device capable of reducing power consumption by distributing brightness of high-tone data, a method thereof, and a display device. According to the present invention, the data conversion device includes: a data separation unit which separates input data for each unit pixel of an input image into brightness data and color difference data; a brightness distribution unit which generates a histogram of frequencies by tone level of the brightness data and compensates the brightness data of each unit pixel to distribute frequencies of each tone level within a defined high-tone distribution range among frequencies by tone level in the histogram; and a compensation data generation unit which generates compensation data for each unit pixel based on the compensated brightness data and the color difference data of each unit pixel.
