The present invention relates to an apparatus and a method for tracking a location of a peripheral vehicle. According to the present invention, the apparatus comprises a peripheral vehicle detecting unit, which detects a peripheral vehicle in a video of surroundings by analyzing the video of the surroundings obtained from a camera installed in a vehicle; a location tracking unit, which tracks the location of the peripheral vehicle detected in the video of the surroundings; a view conversion unit, which generates a view-converted video by converting the view of the surroundings based on the location of the peripheral vehicle; and an output control unit, which allows a display installed in the vehicle to output the view-converted video.
