The present invention relates to a corrugated steel pipe and a manufacturing device thereof. The corrugated steel pipe comprises a pipe body and a locking core part. The pipe body is formed by spirally winding a steel plate having multiple corrugated parts laterally arranged at the center. The locking core part is formed by compressing a watertight member and first and second bent grooves in a state where the watertight member is inserted in the first bent groove and first and second bent parts are inserted in the second and first bent grooves, respectively, wherein the first bent part for restricting the first groove is formed by bending one side of the steel plate in a specific direction, and the second bent part for restricting the second bent groove is formed by bending the other side of the steel plate in the opposite direction to the first bent part while the steel plate is spirally wound. The watertight member is made up of a viscoelastic polymer material.
