The present invention provides a circulation water tank type photo-organism reacting device which is to increase the efficiency of culturing microalgae and which includes a water tank having walls and the conical bottom made of transparent materials; a circulation culture fluid outlet formed on the center of the bottom of the water tank; a first pipe connected of which one tip end is connected to the circulation culture fluid outlet and the other tip end is connected to the outer side of the water tank; a circulation pump connected to the other tip end of the first pipe; a second pipe of which one end is connected to the circulation pump and extended from the same and which is formed at a portion near to the wall of the water tank to allow a circulation culture fluid inlet formed on the other tip end of the second pipe to apply torque to the culture fluid inside the water tank by discharging the circulation culture fluid; a gas supply device which is installed on the outer side of the water tank and which supplies carbon dioxide or mixed gas including carbon dioxide to the inside of the water tank; and a gas supply pipe of which one tip end is connected to the gas supplying device and a sparger or a gas injecting port formed on the other tip end. The sparger or the gas injecting port injects carbon dioxide or the mixed gas including carbon dioxide into the culture fluid.
