Summary:A cell DC resistance evaluation system includes an impedance measurement means for measuring the AC impedance of a secondary cell and a DC resistance value analysis means. The DC resistance value analysis means calculates a response voltage of the secondary cell on the basis of a calculated circuit integer based on an equivalent circuit of the secondary cell, a current value included in a cell DC resistance measurement condition, and an OCV as a circuit voltage value; and calculates an inner DC resistance value of the secondary cell on the basis of the response voltage and the cell DC resistance measurement condition. The system efficiently measures the DC resistance of the cell in a short time without using high-capacity power.
