PURPOSE: A method of manufacturing carbon absorbent for carbon dioxide absorption is provided to enhance absorption ability of carbon dioxide by increasing ionic attraction between carbon absorbent and carbon dioxide. CONSTITUTION: A method of manufacturing carbon absorbent for carbon dioxide absorption comprises the following steps: manufacturing a solution by dissolving chemicals which includes nitrogen and fluorine in solvent; putting the solution and carbon material into a reactor and dipping the carbon material in the solution; and introducing nitrogen and fluorine to the carbon material by injecting gas including one or more of atoms of nitrogen and fluorine into the reactor by a bubble injection method.
