Summary:PURPOSE: A wavelength converting component, a manufacturing method thereof, and a light emitting device manufacture the wavelength converting component having an added arbitrary activator at low costs by using a transparent ceramic substrate. CONSTITUTION: An activator is coated on the surface of a polycrystalline transparent ceramic substrate. The activator-coated ceramic substrate is fired to diffuse the activator from the surface to the ceramic substrate. The polycrystalline transparent ceramic substrate has the composition of Y3Al5O12, Lu3Al5O12, (Y,Lu)3Al5O12, (Y,Gd)3Al5O12 or Al2O3. The activator is an oxide of cerium, europium or terbium.
