PURPOSE: A partial cooling system is provided to equalize battery cell temperatures by minimizing energy loss, by only cooling battery cells and module which exceed preset temperature value. CONSTITUTION: A partial cooling system comprises a plurality of battery modules(80) in which battery cells are laminated; a cooling fan(100) installed in each of the battery module; water-cooling plates(60) each of which is installed in each of the battery modules; manifolds(50) which are connected to the water-cooling plates through water channels and supplies fluid to the water-cooling plates; a flow control valve(70) which constantly maintains pressure of the water channel between the water-cooling plates and the manifolds; and a controller which controls the flow control valve and the cooling fan, according to the operating state of the cooling system.
