Summary:PURPOSE: A manufacturing process for low-viscosity water-dilutable urethane (meth)acrylate is provided to provide radiation-curable polyurethane (meth)acrylate which has a low viscosity and can be diluted by water within a wide range. CONSTITUTION: A manufacturing process for low-viscosity water-dilutable urethane (meth)acrylate comprises a step of reacting the following compounds: organic polyisocyanate with two or more isocyanate functional groups; polyoxyalkylene polyol with one or more starting molecules in which 0.2-1.5 hydroxy functional groups remain by the reaction of (meth)acrylic acid and esterification; and one or more compounds which have one or more ionic functional groups reactable with isocyanate.
