PURPOSE: An active switching frequency modulation is provided to adjust the switching frequency of a variable frequency electric power inverter to change a first switching frequency into a second switching frequency based on a desired current reference value. CONSTITUTION: A master controller(109) controls an instrument(100) based on the various operation states of the instrument. AC power is generated by the mechanical movement of a pulling apparatus(108). The AC power is changed into DC power by using a second converter(118). A variable frequency electric power inverter(112) controls the power supplied from an electric power storage repository(110) to the instrument. A power controller(114) is connected to the variable frequency electric power inverter and the electric power storage repository.
