Summary:PURPOSE: A persistent resource allocation method in a mobile communication system and a device thereof are provided to transmit a hybrid automatic repeat request(HARQ) sub-packet without receiving HARQ feedback when a persistent resource is assigned, thereby transmitting massive HARQ sub-packets during a constant time interval. CONSTITUTION: When an error rate of a packet does not exceed a setting reference value(319), a base station maintains persistent resource allocation ID of a first transmission mode(321). When the error rate of the packet does not exceed the setting reference value, the base station transmits an uplink persistent resource allocation information element(IE) of a second transmission mode(323). The persistent resource allocation of the second transmission mode includes a collection N_frame transmitting a packet in a persistent resource allocation cycle. The base station receives the same packets of the N_frame in the persistent resource allocation cycle. The base station does not transmit other HRA(HARQ feedback allocation) feedback to the received packets.
