PURPOSE: An apparatus and a method for controlling the rolling and pitching of a floating body is provided to improve work efficiency with the minimized risk of safety accidents by dispersing or offsetting rolling and pitching due to waves. CONSTITUTION: An apparatus for controlling the rolling and pitching of a floating body comprises multiple floating pipes(1), watertight pipes, brackets(3), connection plates(50), footplates, and corner floating pipes. Multiple floating pipes are connected to the watertight pipes as a grid shape. Each bracket comprises a floating pipe penetrating guide to fix the floating pipes. The connection plates are installed on connection plate mounts(38) to connect other adjacent brackets. The footplates are installed on the top of the brackets. The corner floating pipes are positioned at the corners when the floating pipes are coupled to a rectangular shape.
