A substrate for light-emitting element, which comprises a substrate main body 2 made of a sintered product of a glass ceramics composition comprising a glass powder and a ceramics filler and having a mounting surface 21, of which a part constitutes a mounting portion 22 on which a light-emitting element is to be mounted, and thermal vias 6 embedded in the substrate main body 2 and extending from a non-mounting surface 23 which is a surface opposite to the mounting surface 21 to the vicinity of the mounting surface 21 so as not to be in contact with the mounting surface 21.
