Summary:PURPOSE: A digital broadcasting transmitter/receiver and a stream configuring/processing unit thereof are provided to increase transmission efficiency of mobile data by variously utilizing a packet of normal data. CONSTITUTION: A receiving unit(5100) receives transmission stream. The transmission stream includes mobile data and signaling data. The mobile data is arranged in a normal data area which is allocated to the normal data. The signaling data has FIC(Fast information Channel) chunk data having variable length. A signaling decoder(5600) decodes the signaling data. A decoding unit(5400) decodes the mobile data through the decoded signaling data.
