PURPOSE: A method for manufacturing a nontoxic color steel sheet is provided to easily obtain a nontoxic color steel sheet with superior corrosion resistant, chemical resistance, and coating adhesion by combining chromium-free primer, a chromium-free primer layer, and a chromium-free top layer. CONSTITUTION: A method for manufacturing a nontoxic color steel sheet comprises the steps of: spreading chromium-free primer on both sides of a metal substrate and heating to dry the chromium-free primer and obtain a chromium-free pretreated layer(120), forming a chromium-free primer layer(130) on the chromium-free pretreated layer, and forming a chromium-free top layer(140) on the chromium-free primer layer. The chromium-free primer layer comprises 50-60 weight% of polyester, 5-10 weight% of melamine hardened resin, 15-20 weight% of pigment including one or more of TiO2, SiO2, P2O5, Al2O3 and CaO, 15-20 weight% of solvent including one or more of hydrocarbon and cyclohexane, and 10-20% of an additive including acrylic, urethane and epoxy.
