Summary:PURPOSE: A handover apparatus using reception signal strength and radial velocity and method thereof are provided to improve handover performance and to calculate radial velocity for each base station by measuring reception signal strength. CONSTITUTION: A reception signal strength measurement unit(212) measures the reception signal strength of handover candidate base stations and the reception signal strength of a base station. A reception signal speed measurement unit(214) measures the radial velocity of the handover candidate base stations and the radial velocity of the base station. When the reception signal strength of the base station is under reference reception signal strength, a handover processing unit(216) determines handover target base stations by using the measured reception signal strength and the measured radial velocity.
