PURPOSE: An OTP(One Time Password) non-repudiation system for non-repudiation in electronic commerce is provided to authenticate users and contents in electronic commerce by comparing authentication values created in a reliable institution server and authentication values created by a user terminal. CONSTITUTION: An OTP generation unit(1) creates an OTP number by using predetermined secret key. A user terminal(2) is communicated with a financial server(3). The user terminal transmits commerce information and authentication values to the financial server. The financial server transmits the commerce information and the authentication values to a reliable institution server(4). When the reliable institution server transmits a non-repudiation token, the financial server processes the electronic commerce desired by a user.
