PURPOSE: Siloxane polymer composition is provided not to have stain thereby having excellent appearance, and to have highly flatness(uniformity of film thickness). CONSTITUTION: A siloxane polymer composition comprises a siloxane polymer having a radical reactive functional group, a radical polymerization initiator, and organic solvent. The concentration of solid phase is 5-30 weight%, and viscosity at 25 °C is 2.0-10 mPa·s. The organic solvent comprises a organic solvent of which vapor pressure is 0.1-1 mmHg at 20 °C. A manufacturing method of a cured film comprises: a step of forming a film by spreading the polymer composition on a substrate with transferring a discharge nozzle and the substrate relatively; a step of irradiating radiation on at least a part of film; a step of developing the film; and a step of heating the film.
