Summary:PURPOSE: A video stream transmission method and apparatus thereof are provided to maintain high user satisfaction by supporting optimization operating for a video stream. CONSTITUTION: An IUT(Inter-UE Transfer) application server manages an IUT method. A QoE(Quality of Experience) module manage the optimization of QoE according to an optimizing function or an object function based on an input parameter. The QoE module finds a resource assignment which arranges to the maximum value of the object function based on the input parameter. The QoE module optimizes the resource assignment.
