PURPOSE: A turbo machine, a starting device and a low-torque testing method are provided to reduce the risk of damage due to high-temperature re-starting in a state that a rotor is locked. CONSTITUTION: A turbo machine comprises a rotor(295) and a starting unit. The starting unit comprises a torque generator and a controller. The torque generator generates torque to be transferred to the rotor. The controller is connected to the torque generator. The controller controls the torque generator to output torque, which automatically increases gradually. The controller monitors the speed of the rotor while the torque gradually increases. The controller outputs an indication that the rotor freely rotates, after the speed of the rotor starts becoming positive, or the controller outputs an indication that the rotor is locked when the speed of the rotor is maintained at 0 and the torque reaches a given value.
