REM: 0.0001-0.02 mass % Zr: 0.0001-0.02 mass %, at least one side component except for the thick steel plate, in which the remains is the iron and inevitable impurity. It more contain one kind or greater selected from 0.0001-0.02 mass % the oxygen satisfies the condition.
