CONSTITUTION: An MME(Mobile Management Entity)(114) receives An IMSI(International Mobile Station Identity) and a security related profile through an HSS(Home Subscriber Server)(121). The MME transmits a information offering response message that includes an MID(Machine Identity), an index of an encrypted security key, and the IMSI to an UE(User Equipment)(110). The UE selects the security key that is based on the index of the encrypted security key. The UE stores the selected security key, the IMSI, and a profile.
