Summary:PURPOSE: A windmill type bulletin board is provided to maximize advertising effect regardless of time by including a plurality of phrase displaying parts. CONSTITUTION: Rotary circular plates(10, 20) are parallelly formed to be rotatable using bearings(31, 32). Rotary wings(40) displaying advertising phrases are in connection with the rotary circular plates and rotates based on wind force. A connecting body is in connection with the rotary circular plates using a first rotary axis(33). A wind direction controller(60) is in connection with the connecting body and controls wind directions. Another bearing(82) is arranged between the connecting body and a support(80) to rotate the rotary circular plates and the wind direction controller.
