Summary:PURPOSE: A wireless resource management device and management method of the same are provided to activate a new wireless source. CONSTITUTION: A radio environment determining unit(510) determines a radio environment between a base station and at least one neighboring base center or a radio environment between the base station and the terminals connected to the base station. If the determined wireless environment does not satisfies a predetermined standard, a wireless resource selecting unit(520) selects a new wireless resource. A radio resource active unit(530) inactivates an existing radio resource. The radio resource active unit activates a new radio resource.
