PURPOSE: An apparatus for controlling temperature using a coldness and warmth mat is provided to improve cooling efficiency of a mat and reduce energy. CONSTITUTION: An apparatus for controlling temperature using a coldness and warmth mat comprises: a mat main body in which a circulation pipe is installed; and a coldness and warmth control device(200). The coldness and warmth control device includes a circulation water storage tank(1) in which an electronic heater is built. In the circumference of the circulation water storage tank, a plurality of cooling unit fixing holes are formed. In the cooling unit fixing holes, a heat radiation unit and a cooling control unit(2) are installed. In the lower surface of the circulating water storage tank, a control box(3) is installed.
