Summary:PURPOSE: A system and a method for planning a distribution operation are provided to minimize a working time for generating operation reference data per year. CONSTITUTION: A future quantity generating unit(120) generates quantity data of the future year by using quantity data of reference year. A load analysis unit(130) analyzes load from a simulation result. A countermeasure planning unit(140) generates determination making information for countermeasure planning to a countermeasures establishment object distribution base by using an operation reference data and the analyzing result of the load. The countermeasure planning unit establishes the future quantity operation plan.
