PURPOSE: A heat pump system having a function of preventing water pipe from freezing and bursting is provided to prevent a water pipe, through the heating/cooling water is circulated through a plurality of steps, from freezing and bursting. CONSTITUTION: A heat pump system having a function of preventing water pipe from freezing and bursting comprises a heat pump unit(100), an outdoor temperature sensor, a water temperature sensor, a freezing/bursting preventing pump(230) and a control unit. The heat pump unit uses the outdoor air as a heat source and operates in a cooling/heating mode through the heat exchange of the refrigerant with the outdoor air. The outdoor temperature sensor senses the temperature of the outdoor air. The water temperature sensor senses the temperature of the cooling/heating water, which is heat-exchanged with the refrigerant, which circulates the heat pump unit. The freezing/bursting preventing pump compulsorily circulates the water to a water pipe to prevent the water pipe from freezing and bursting. The control unit operates the freezing/bursting pump if at least one of the outdoor temperature, which is sensed by the outdoor temperature sensor, and the water temperature, which is sensed by the water temperature sensor, is below a given value.
