A food composition for preventing or treating diabetes contains salt and Rhus chinensis extract as an active ingredient. A method for producing a functional salt for preventing or treating diabetes comprises: a step of adding Rhus chinensis to water and heating 80-100°C to obtain Rhus chinensis extract; a step of adding salt to the Rhus chinensis extract; a step of stirring and heating; a step of concentrating; a step of precipitating the concentrate; and a step of drying.
