Summary:PURPOSE: An apparatus and a method for preventing service delay in a home base station are provided to reduce transmission load quantity by handing over a particularly terminal a macro cell in force when a service delay happens. CONSTITUTION: A load quantity measurer(108) measures the transmission load quantity of an Internet network connected to a home base station, and a power controller(110) adjusts the output voltage to reduce the transmission load quantity of the home base station. If it is confirmed that the transmission load quantity of the home base station is the amount influencing the service provision, a controller(106) controls the power controller to adjust the output power.
