PURPOSE: A composite membrane including ion-exchanging materials and a method for manufacturing the same are provided to have high strength and high conductivity, to obtain improved performance, and to enhance mechanical stability. CONSTITUTION: A composite membrane(20) includes a porous base layer(22) and an ion-exchanging material. The porous base layer is impregnated with the ion-exchanging material. The outer and inner surfaces of the porous bas layer are coated with a primer. The porous base layer is commercialized by cross-linking the primer. A method for manufacturing the composite membrane comprises a step of commercializing the porous base layer and a step of making the porous base layer impregnated with the ion-exchanging material.
