Summary:A turbine rotor having proper strength and toughness and a process for production of the turbine rotor are provided without enhancing the production cost or prolonging the production time. A turbine rotor configured by welding a rotor-constituting member for high-temperature use which consists of a high Cr steel to a rotor-constituting member for low-temperature use which consists of a low Cr steel, wherein the rotor-constituting member for high-temperature use consists of a high Cr steel having a nitrogen content of 0.02 mass% or above, and the filler metal used in welding the rotor-constituting member for high -temperature use to the rotor-constituent member for low -temperature use is a 9%Cr type filler metal having a nitrogen content of 0.025 mass% or below.
