CONSTITUTION: A first MOV(3) discharges a surge voltage flowing to a power inputting line into a first. An inductor(4) blocks the surge voltage with flowing according to the power inputting line. A first GDT(7) discharges the surge voltage with flowing to the power inputting line and a signal or a communication inputting line into a second. A second GDT(8) discharges the surge voltage with flowing to the signal or the communication inputting line into the first. A first resistor blocks the surge voltage with flowing according to the signal or the communication inputting line.
