Summary:PURPOSE: An apparatus and a method for detecting based on a sliding window for a cognitive radio system are provided to minimize the interference from a noise in a detecting energy to monitor a spectrum. CONSTITUTION: A sliding window unit(401) calculates the energy value of a frequency sample in the spectrum of an observation band. A protection band separating unit(402) separates an occupied band and a protective band according to the energy of the frequency sample. An energy estimating unit(403) presumes the energy value of signal excluding the noises by using the energy value of the protective band and occupied band. A signal detection unit(404) detect whether the signal of a primary user is in the observation band according to the presumed energy value.
