Summary:PURPOSE: A no-reference image quality distortion estimation method using luminance distribution and chrominance distribution and a device thereof are provided to proceed exact image quality estimation by presuming image quality distortion considering luminance and chrominance of lost image information with quantization in encoding and decoding. CONSTITUTION: A received information input unit(110) receives image information. A decoding unit(120) decodes the image information. A luminance/chrominance distribution chart generator(130) generates luminance distribution and chrominance distribution through a luminance signal and a chrominance signal of the decoded image. An image quality evaluator(140) presumes image quality distortion of the decoded image through the luminance distribution and the chrominance distribution.
