Summary:PURPOSE: An apparatus and a method for operating a small cell in a wireless communication system are provided to enable the provision of a continuous communication service to a terminal and reduce an overhead by selectively performing handover between a macro cell and a micro cell. CONSTITUTION: A speed measurement unit(823) confirms the movement speed of a terminal, and a base station confirmation unit(821) confirms a service zone which the terminal enters. If the entry into a micro cell is confirmed, a control unit(820) determines the handover to the micro cell in consideration of the movement speed. If the terminal enters a micro cell different from the service region of a serving base station, the control unit compares the movement speed of the terminal with the reference speed. If the movement speed is faster than the reference speed, the control unit do not perform the handover to the micro cell.
