Summary:PURPOSE: A system for restarting an internal combustion engine is provided to prevent gearing noises by immediately cranking a ring gear in response to an engine restart request and preventing the engagement between a pinion and the ring gear during the positive or negative change of engine rpm. CONSTITUTION: A system for restarting an internal combustion engine comprises a starter, a monitor unit, and a drive unit. The starter includes a motor(12) driving an output shaft(12a) with a pinion(13), and an actuator(14) moving the pinion to a ring gear(23) so that the pinion engages with the ring gear. The monitor unit monitors the rpm of the internal combustion engine falling due to automatic control when stopping the internal combustion engine(21). The drive unit drives the actuator when engine restart request is made within the set rpm range during the rpm drop, so that the motor is rotated together with the pinion and a crank shaft(22) of the internal combustion engine is cranked.
