An interference and noise level information are acquired from the outdoor base station(302). The maximum permissible interference amount of the inside of a user terminal is adaptively controlled according to an interference and noise level. The maximum transmission electric power of the inside of the user terminal is calculated by the maximum permissible interference amount of the inside(316).
